Course Description

The course analyses the process of policy making: how problems come to the attention of governments, and how ways of dealing with them are designed, authorized, funded, implemented and evaluated. The practice of government sometimes differs from an ideal sequence, or cycle. Governments often need to achieve cooperation with the private sector, individual citizens, or other non-government actors to implement policy. The course will develop a framework that can be used to analyse case studies of policy making and implementation, particularly in a comparative context. It also examines the avenues through which 'difficult' decisions can be arrived at in public policies, despite the many different countervailing pressures.
